Happy Easter! I hope you've had a hopping good weekend!
This week was full of hope and laughter as we learned that Florida is confronting the fake service animal issue and reviewed some of the sillier ones we've come accross. But if Florida giveth, it also taketh away - in the form of new Estoppel enforcement. We also asked who gives boards their authority, and reviewed the best places on the Internet to network with other CAM professionals. Read on for all the yummy sweetness - it all happened this week in Community Association Management!

You're not the boss of me!
Does an HOA Board have legal authority? “As a member of your HOA board you have a big responsibility to enhance, maintain and protect your homeowners association. You also have the legal authority to carry out your role, but where do you get this authority?” Find out here.
This is one of my favorite topics to discuss in the CAM Mash Up. While I completely agree that service animals can be an absolute god send for many people with emotional and physical disabilities, it amazes me how many people try to pull that card when in fact there is no reason for them to have a service animal at all. Donna DiMaggio Berger shares some entertaining stories about 'service animals' in community associations.
How do you Spell Relief?
Florida is hoping to provide some relief on the fake service animal issue: “A bill that makes it a misdemeanor to pass your pooch off as a service dog passed the House on Friday and has its first committee stop in the Senate this afternoon. This year’s bill makes it a second-degree misdemeanor to misrepresent a dog as a service animal.”

Will Torture 'Help' FL Associations?
In case you are living under a rock (or not in Florida - same thing!) you have already heard of the proposed legislation in Florida to help resolve the mortgage crisis by enforcing shorter turn-around times on estoppel certificates and charge caps. Meanwhile, banks who delay closings suffer no penalty whatsoever. Here is one person's totally snarky (and sadly true) take on the issue.
Are your communities conducting regular facade inspections? “The purpose of such inspections is twofold: not only do they check for cracks, settling and other signs of serious damage, but also give boards and managers vital information about the condition of the property that helps them budget for upcoming maintenance needs.” Check out this inside look at the entire process.
An Indecent Proposal
One neighborhood in Colorado has made headlines this week as a cry for help to do something about a nudist homeowner who likes to stand in his open doorway fully exposed. Aparently, police cannot do anything because indecent exposure laws do not apply on private property, and the nuicanse provision in their documents doesn't have enough teeth to hold up in court. Here are some ideas how they (and your boards) can amend the governing documents to close the door on this behavior once and for all.
